i hope this is the right place for my question...
i know that it is possible to render a c4d scene just by using the Command Line Interface.
But i want to know if there is a possibility to load a scene, then fire a phyton script and export to a new file format (e.g. fbx) only using the CLI without loading the GUI.
Or is there another option for this (maybe develop something with c++) with no need to load the GUI?

Yes it's possible to run Cinema 4D in command line mode and to parse the command line arguments.
It's recommended to use Commandline.exe instead of the normal CINEMA 4D.exe.
In this recent thread on exporting to FBX from command line, there's a code snippet showing how to parse the passed arguments and export the file.
Note there was an important issue exporting FBX files that has been fixed in R18 SP2 (R18.039).
