it is not possible to access the framebuffer that is currently displayed in the editor window. But you could render the active document using RenderDocument() and the hardware renderer. This way you can obtain a BaseBitmap that shows the scene. You can then save this BaseBitmap using Save().
What exactly do you mean with "thumbnail"? Do you mean the Preview Image of a Cinema 4D file? You can access that BaseBitmap with GetDocPreviewBitmap() or change the parameter settings of the Preview Command.
