Is there a way to know the active manager?

there's no way to get that information. It's just not how things work internally. There's no function calling commands depending on mouse position. Instead every manager dialog reacts to mouse and keyboard events. So, if a manager wants to react on Delete key, it will do so in its input events. And not the other way round.
