IN_EXCLUDE in ext .res erros on ACCEPT argument

    the C++ docs have this listed under "IN_EXCLUDE (description element)" if you do a Contents/Search.
    the documentation example is as follows:

    When i load in the plugin however (my example) an error is thrown on the line with ACCEPT.
    I have taken all other arguments out except for ACCEPT, and even tried running the IN_EXCLUDE in various circumstances, like in a group, in a tab, by itself, etc. 
    I looked in the spineGlide plugin's .res file to see how it was using the includes box, and the only thing i see different is that 1) im using DIALOGE and its using CONTAINER, and 2) the CONTAINER has an INCLUDE Obase; but DIALOGE, under the docs, doesnt seem to accept this argument.

    so... anyone got any idea wtf im doing wrong or what im not adding in to make this work?
