If I were creating a Tool plugin where the user would double-click in the viewport to start some procedural object creation process that would take some time and wanted the user to be able to rotate/zoom/translate the camera view while the process was ongoing would it be best to do this process in a thread?
And how would that affect or change updating the view to show the progress of this process?

Resolved. The Timer allows the tool process to work and draw into the view while the user can still abort the process or change the view camera.
