I think it's written in C.o.f.f.e.e. because RuiMac creates a lot of good stuff with coffee. I haven't seen the plugin, but I guess, it's a plugin, and not an expression, because expressions do not allow file-access.
On plugincafe.com, there is a documentation about c.of.f.e.e (incl. some examples). For the first step, this should be enough.
