Depends on how it is opened. If you explicitly call mydialog.Open() to open it, you can do a check to see if it is already opened:
if (!mydialog.IsOpen()) { mydialog.Open(...); }

But how is it opened by the user? Is there not a single call to Open() in your source? Not even PluginStart() or the plugin's Execute()? Since there is no dialog plugin type, it is not a direct call completely beyond your code's ability to check.
Source code would be very helpful to see how the dialog Open() gets called (and believe me it is done somewhere, even if not in your code).
